Boskone
The highly stratified empire of the Eddorians, Boskone is diametrically opposed to Civilisation: whereas Civilisation prides itself on its lack of corruption, its democratic institutions and its liberties, Boskone is an autocratic system focused around one thing: power.
Starting at the top with Eddore, we then get Ploor and the Ploorans, followed by ever-increasing numbers of subordinate species. Everything is compartmentalised - the two main centres of power (Thrale and Kalonia, both in the Second Galaxy) simply never had their operations overlap (Thrale was concerned with conquest, Kalonia with drugs, corruption etc) - especially true with the drug smuggling, which was a major problem for the Galactic Patrol's Narcotics Division (and even the Lensmen).
However, this love of power and dictatorial means of control meant morale was low and an esprit de corps totally lacking - it was always easy for Civilisation to convert a world to its own cause once the old guard were rooted out (typically various crime lords, corrupt politicians and others who would have lost from the changeover).
Boskonia was finally defeated during Kimball Kinnison's lifetime: he was instrumental in pushing them out of the Milky Way and then crippling their major bases in Lundmark's Nebula. Before the Boskonians could recover, Ploor was utterly destroyed and the combined might of almost every single Lensman was used to telepathically slay the Eddorians, thus ending the war.
