Effector

Standard equipment for ships and other intelligent machines throughout the Culture universe, effectors can take over computer systems and networks not defended by their own effector. Effectors can also manipulate and scan human minds, though this is strongly discouraged in the Culture.

Indeed, effectors are highly sophisticated matter/energy-manipulation devices. Their exact mechanism is unknown, but they are capable of manipulating energy (including draining or delivering it) at range via displacer (wormhole generators), and at close range they can directly manipulate matter on an atomic or subatomic scale. These abilities make them potent and critical elements of Culture offensive capability. Few opponents without effectors of their own would be able to resist an effector-equipped Culture ship or drone.
