Admiral Geoffrey Tolwyn

Later briefly promoted to Space Marshal, Geoffrey Tolwyn was a complex, pragmatic man who had no time for politicians. He remembered the devastation wrought upon Earth and outlying colonies in the brief false truce with the Kilrathi and was sickened with the rapid dismantling of the Terran Confederation armed forces after the Kilrathi War eventually came to an end.

Tolwyn's star had been rising ever since he masterminded various offensives after the fake truce, but by this time the war was being lost and Tolwyn threw all his weight and eventually a large part of his reputation behind Project Behemoth, a planet cracking superweapon that was to be used against the Kilrathi homeworld. Evidence leaked by a traitor exposed the weaknesses in the large vessel and Behemoth was destroyed.

Tolwyn was disgusted by the rapid demobilisation after the war, feeling that the politicians had learned nothing from the fake truce and were too eager to disarm. He pointed out that the Kilrathi themselves had fought and stalemated against another enemy on the other side of their territory and that Earth could not afford to be complacent.

Tolwyn in various stages of his life made enemies due to his rather bluff and straightforward attitude. Just prior to the beginning of the Kilrathi War, a newly commisioned Ensign Tolwyn berated a Senator who wished to reduce the level of Confeds fleet, refuse to implement a replacement for the then very outdated Wildcat fighter and close the Confed fleet academy. This attitude, although sometimes correct would make Tolwyn unpopular with some throughout his career. Ensign Tolwyn was sent with a Lieutenant Vance Richards into Kilrathi Space to a space station that was the haunt of smugglers, outcasts and other vagabonds to gather intel to try and convince Earth's senate that the Kilrathi were indeed planning war. The intel was gathered but delays in getting it relayed cost Confed dear in ship numbers.

Later in Tolwyns career after the farce that was the false peace and the vast devastation wrought on Earth, Tolwyn was instrumental in founding the Black Lance group, an umbrella organisation which encompassed various Kilrathi War era Black Projects including various bio-chemical weapons. He tested these out on human inhabitated colonies in the Border Worlds region. The chemicals were essentially a form of eugenics program, eliminating those who didn't fit the proper criteria. The frightening thing is that Tolwyn couldn't even be classed as insane, he knew exactly what he was doing.

Some of his motivations were understandable, but he was extremely misguided and was sentenced to life imprisonment for his crimes. Tolwyn later hung himself in his cell, still unrepentant in his motivations.
