Klovia

A Tellus-like planet in Lundmark's Nebula, Klovia was discovered by the Galactic Patrol when it decided to go on the offensive against Boskone. Its inhabitants had just been through a terrible world war, and at the sight of the inconceivably powerful Galactic Patrol they readily signed up and agreed to let the Galactic Patrol use their world as a military base (despite the fact that the Boskonians might well destroy it).
As colonists flooded in from other Tellurian planets, the Galactic Patrol completely rebuilt the planet, including a new base - Ultra Prime - far more powerful than even Prime Base on Tellus. Sunbeams, orbital fortresses, planetary shields - every conceivable defence was set in place around Klovia, in no small part to dare the Boskonians into attacking. And when they did, they were utterly defeated in the famous Battle for Klovia - a battle that saw fleet tactics go out the window as Boskonian commanders broke the chain of command and fight ship-to-ship battles (often involving boarding actions). Though Port Admiral Haynes of the Galactic Patrol eventually restored a semblance of order (Boskonian ships were captured by Patrol cruisers in tractor zones until a Mauler or Super-Mauler could obliterate them), it serves as an excellent reminder of the weaknesses inherent in Boskonian command and control.
After the Battle of Klovia, Kimball Kinnison and Clarissa MacDougal were married in the capital's main stadium - having by this time become famous across the Galaxy - in the presence of thousands of Lensmen all there for the celebration. Upon taking up the role of Galactic Coordinator, Kimball Kinnison also raised his family on Klovia (although his only son, Christopher, or Kit, Kinnison, went to Wentworth Hall on Tellus for Lensman training).
