Lokan Empire

The Lokans are a race of green skinned humanoids who constantly seem bent on planetary domination. After their initial defeat at the hands of the fledgeling Trigan nation (at the hands of 6 captured Atmosphere craft no less) they were beaten. This had come on top of the loss of the bulk of their Air Fleet and ground forces to the nation state of Cato.

Afterwards, the Lokans still plotted revenge on those who had defeated them.
