Nightwatch
Nightwatch was a fairly recent organisation instituted under President Clark. When President Santiago died when Earthforce One mysteriously exploded, his Vice-President, William Morgan Clark took over.
Under his presidency, a new way of thinking started to emerge, at first it seemed to be be basically Earth-centric, but it soon grew to be more than that. So was the Ministry of Peace born. The Ministry, as it's Orwellian name suggests was basically a watchdog organisation, and Nightwatch was its teeth. Security guards as well as Earthforce personnel at high profile stations, like Babylon 5, were approached by Ministry personnel to join Nightwatch. They would receive 50 credits a week extra on top of their salary, while reporting anything that seemed out of place. The initial proposal seemed innocuous enough and was covered in enough political doublespeak to seem fairly harmless.
However, the old saying that you get nothing for free soon came true as Nightwatch reports soon ended up being used for strongarm tactics for minor things like speaking out against the President, or not being 'loyal'. Eventually, in 2260, President Clark tried to make it mandatory for all security personnel to join Nightwatch, obviously at the same time an echoing of what happened with the Hitler Youth movement of the 1930's. Nightwatch was to be the security force in control of Babylon 5, those who choise not to join were dismissed, and put under Nightwatch surveillance.
Captain Sheridan managed to avoid this by using
Narn refugees as a security force while tricking the Nightwatch personnel.
Eventually, when Earth was freed, Nightwatch was disbanded.
