Orlok

Orlok was once the prime assassin of East-Meg One, he came to notice largely because of his work just prior to the Apocalypse War in which he infected the cities water supply with the Block Mania virus causing Block War on a citywide scale.

While doing this he managed to easily kill a number of Judges, including Judge Giant, one of Dredd's friend before he was eventually overpowered by Dredd and taken prisoner.
