President Clarks forces move in on Babylon 5 to occupy the station. At the same time, forces loyal to a free Earth are being pursued doggedly by Clark loyal vessels.

Captain Sheridan must decide what action he can take, whether to oppose the Clark loyal forces by force of arms if necessary or whether to surrender.

Ambassador Delenn decides she must face the Gray Council and try to marshal their forces and secure help for the beleagured station.
